Not a masonic reference per se, but a reference to the perceived exclusiveness of fraternities in general. Also unrelated to the fictional Brown Bear Lodge in A Scanner Darkly.
The Saturday Bulletin is an illustrated thrice-weekly webcomic founded A,D, 2007 by Jerry Tracy, who adds funny captions to early and mid-twentieth century found images.
