Born Dallaghgill, Yorkshire, son of vicar of Boston, Lincolnshire. Educated Leeds Grammar School and studied mining-engineering at Wakefield. Came to BC 1873 as mining engineer for a Vancouver company. Provincial inspector of mines 1878-80 and afterwards a hardware merchant in Victoria. Conservative member of assembly 1886-88. MP 1888-1902. Again member of assembly 1902 (minister of mines; premier until breakup of cabinet 1903). Died in office as lieutenant governor. Married (1) Suzette Work, Victoria; (2) Genevieve Wright, San Francisco.
