Born in Goderich, Canada West, the son of a barrister, he joined the Hamilton Spectator in 1881 as a cartoonist and reporter, and later the Toronto Evening News, and was one of the founders of the Canadian magazine Saturday Night. In 1886 he was editor of the Hamilton Herald and and later the London (Ontario) News from 1896-1997. He came to Victoria during the resource boom of 1897 and became editor of the Province newspaper, which soon moved to Vancouver where he became editor and later, owner.
He served as lieutenant overnor of British Columbia from 24 December 1920 until late February 1926.
Retiring to the nearby community of Sidney, he died less than three years later in Victoria.
