Born in Atlin, BC, Owen studied at the Vancouver Law School and was called to the bar in 1928. He was a Crown prosecutor in Vancouver from 1933 to 1942, and then served in the Second World War with the Seaforth Highlanders from 1942 to 1946. A company director active in many organizations including those devoted to children and health, Owen was Lieutenant Governor from March 1973 to 1978. He died in Vancouver. He married Jean Margaret Dowler in 1929 and remarried in 1972 to Shirley Woodward Grauer.
Although his father, Walter Owen, affiliated with Atlino Lodge UD on December 30, 1904 and was a founding member of Burrard Lodge on March 25, 1908, his son, Philip Owen, was not a freemason.
