Born Newcastle, NB. Educated Dalhousie University and was called to bars of NS 1923 and BC 1924; practised in Vancouver. In Second World War was deputy controller of supplies in department of munitions and supply 1941-42. Joined Ploymer 1942. After a period as vice-president of Bobast Traction 1952-56, returned to practice of law in Vancouver. MP 1963-68 (minister of forestry, postmaster-general, minister of citizenship and immigration, minister of labour). Married Jean Annand. Died Victoria.
